IMPACT ASSESSMENT & SHARED LEARNING (IASL) COORDINATOR
Job Description:
Responsible to: Programme Coordinator
Location: Abuja
Line Management: IASL Officer
Overall Purpose:
To Support ActionAid Nigeria (AAN) to deepen it’s Accountability, Learning & Planning Systems(ALPS) processes, put in place effective and appropriate impact assessment, monitoring and evaluation systems to collectively contribute to improved programme quality and impact towards realization of AANs vision, mission, goals and objectives.
S/he will also manage, supervise and provide guidance in all processes related to the monitoring and evaluation of all projects in the six thematic units as well as in the Partnership Against Poverty (PAP) states.
S/he will ensure close linkage with respective project officers and provide technical support to Policy Advisors in joint initiatives and conduct relevant research that provide evidence for AAN’s policy and programming work on fighting poverty.
Specific Duties and Responsibilities:
• Promote and support AAI’s Accountability, Learning and Planning (Alps) system
• Provide advice, expertise and practical support on impact assessment, and participatory monitoring and evaluation
• Actively promote and support shared learning at organisational and inter-organisational levels
• Actively engage with the sub-regional/regional and global IASL network/s
• Share and contribute to the development of innovative monitoring and evaluation/impact assessment and shared learning approaches and methods
• Build and sustain networks with organisations and practitioners working in the areas of impact assessment and shared learning with a view to influencing and learning from approaches and practices beyond AAN
• Develop protocols for the initiation and implementation of research on all ActionAid themes and functions.
• Co-ordinate the operationalization of action research to elicit issues impacting on power, poverty, gender and vulnerability especially from the perspective of the poor and excluded people.
• Identify areas of critical concern for research within the priorities of the CSP and the various thematic strategies for engagement in policy advocacy and programming work.
• Participate in the development and implementation of programme and organisation learning activities of AAN.
• Support the various themes in the development of funding proposals for programme work, especially in definition of progress and impact assessment processes.
• Co-ordinate and manage all project monitoring and evaluation work within the various themes to ensure the project outputs align with the accountability framework of the thematic strategic plan.
• In collaboration with the Policy Advisors and Team Leader, design frameworks and strategies for monitoring and evaluation of AAN policy advocacy and influencing work.
• Develop and support the operationalise of management information systems (MIS) for capturing and managing data including baseline and coverage information, emanating from programme work in the communities.
• Support the all AAN Themes & Functions in annual programme planning and budgeting processes, especially in defining monitoring and evaluation processes and in development of gender-sensitive objectives and progress/process indicators.
• Coordinate the Annual Participatory Review and Reflection Process (PRRP) with programme partners and in development of Annual Progress Document.
• Conduct periodic IASL capacity needs assessment of the staff of AAN and partner organizations and implement training programmes based on identified gaps.
• Strengthen field capacity in the PM&E processes through structured practical demonstrations during baselines and quarterly PM&E processes.
• Strengthen capacity within AAN on methodology in action research in collaboration with Policy Advisors and other relevant programme staff.
• Support project leads to produce reports in partnership with their Team Leaders as required by ALPS or agreed in contracts with donors to be submitted to the country management and donors.
• Support in the development of strategic documents such as country and programme strategy papers, which chart out the way forward for programme and policy work in AAN
Representation:
• Represent AAN and ensure the maintenance of optimum relations at all levels with Government agencies, Private Organisations, as well as Non-Governmental Organisation in the country.
Others:
• Actively take part in the overall monitoring, impact assessment and shared learning procedure and strategy development of AAN in general.
• Assume any other responsibilities relevant to the position as assigned by Programme Coordinator or Country Director or as requested by the Team Leaders,

Persons Specifications
Attributes/Skills Essential Desirable
Education/Qualifications:
• Bachelor’s degree in social sciences or arts/humanities
• Masters degree in a related field
• Membership of relevant professional Institute
Experience:
• A minimum of 8 years work experience
• 5 years practical experience in monitoring and evaluation, organisational learning/knowledge management, and participatory development approaches and methods
• A minimum of three years experience in development & social change work.
• Experience of issues related to rights, poverty, human development and gender equity
Skill Abilities:
• Strong writing skills
• Strong analytical/problem solving skills.
• Ability to influence and encourage others to new concepts and ways of working within an environment of change
• Excellent planning and prioritization skills
• Demonstrable IT skills
• Familiarity with data analysis tool i.e. SPSS
• Highly numerate
• Excellent Skills in policy analysis and interpretation
